Prepare the ownership file
LTO requirements vary by transaction and vehicle status, so confirm the current checklist with the office that will process the transfer. Common requirements include a duly notarized deed of conveyance, valid original registration records, identification, and the applicable PNP-HPG motor vehicle clearance.
- Match the engine and chassis numbers before signing.
- Resolve a registered encumbrance and obtain the required release documents.
- Keep copies of the signed deed, IDs, receipts, clearances, and submitted forms.
Updated motorcycle deadlines
Republic Act No. 12209, signed in 2025, changed the motorcycle transfer rules. In a subsequent sale, the seller must report the transaction to LTO in person or online within five working days. The new owner must cause the transfer within twenty working days from acquiring ownership. The law also refers to PNP-HPG clearance as part of the complete submission.
- Seller: report a subsequent sale or disposition within 5 working days.
- Buyer: complete the motorcycle ownership transfer within 20 working days.
- Keep proof that the sale was reported and the transfer application was filed.
For cars and other motor vehicles
Do not treat an open deed as a completed transfer. The New Anti-Carnapping Act and LTO procedures make prompt registration of the conveyance important. Because administrative requirements can change, verify the current documentary checklist, fees, inspection, and clearance procedure directly with LTO before the handover date.
