Confirm current registration
A motor vehicle used on a public highway must be properly registered for the current period. Review the original registration documents, latest receipt, vehicle classification, and recorded owner. A current sticker or plate alone is not enough if the underlying details do not match.
- Compare the plate, engine number, and chassis or VIN with the vehicle.
- Check the recorded body type, color, and fuel type against actual modifications.
- Ask LTO which inspection, emissions, CTPL, and documentary requirements apply to the next renewal.
Check legal and safety equipment
A buyer should consider more than mechanical condition. Seat belts, child-restraint obligations, motorcycle helmets, lights, mirrors, plates, and visibility-related modifications can affect whether the vehicle can be used lawfully and safely.
- Do not assume an aftermarket tint, lamp, exhaust, or body modification is compliant.
- Check that required restraints and safety systems have not been removed or disabled.
- Confirm the driver's licence restriction codes match the vehicle to be driven.

Rules, memoranda, enforcement dates, and local processing arrangements can change. Use the official LTO website and LTMS portal, or contact the relevant LTO office, before paying fees or relying on a third-party fixer.
